The aftershock of Britain’s worst-ever security scandal continued to reverberate
around local government with a decision to delay the launch of a children’s
identification database. In a ministerial statement, children’s minister Kevin
Brennan revealed the implementation of ContactPoint would be postponed by six
months while an assessment of the Department of Children, Schools & Families’ (DCSF)
security procedures was conducted. The assessment by consultancy firm Deloitte
comes in the wake of HM Revenue & Customs losing the personal details of 25
million people. ContactPoint will now be deployed to all councils between
January and May 2009, six months later than planned. “Early adopter” pilot
authorities will adapt the system from September or October 2008. The
announcement was immediately welcomed by the Association of Directors of
Children’s Services (ADCS) which believes that a successful system to identify
vulnerable youngsters could help prevent future Victoria Climbie-style
tragedies. (LGC magazine)
