An investigation by the Isle of Anglesey County Council on a couple from
Amlwch has resulted in them being separated on St Valentine's day as a benefit
claimant has been given a 12 month prison sentence for claiming £55,000 in
Housing Benefit and Income Support. Ian Birchall and Rebecca Staines both
pleaded guilty to offences of conspiracy to defraud both the Council and the DWP
and both were sentenced on the 14th of February 2007. Birchall had submitted
claims to both Housing benefit and Income Support between 1997 and 2005 by
claiming that Staines was his landlord, however, investigators established that

The Information Commission has been called in to investigate councils putting
residents at risk of identity fraud. Local authorities which publish personal
details about residents on their website are to come under the watchful eye of
the commissioner in relation to the Data Protection Act. It follows a campaign
by the Yorkshire Post newspaper to highlight the number of councils publishing
not only names and addresses of planning permission applicants but also their
signatures and sometimes even their mobile phone numbers. The newspaper
reported finding even Yorkshire councils had put applicants signatures online
on their websites, together with their names and addresses last year, and three
months later; only two of the councils had amended this to protect against the
possibility of identity fraud. The councils were not named for security
reasons. Councils are legally required to publish some details of planning
permission applications, but the fear is that extensive details and especially
signatures, could leave residents open to identity fraud. MJ magazine
