The reckless handling of personal data offence was part of a package of measures designed to combat cyber-crime unveiled by shadow home secretary David Davis last week.

Davis’ proposals follow revelations that the lost of hundreds of government laptops that exposed tens of millions to identity theft.

Speaking at an e-crime conference in London, Davis spelled out measures that largely incorporate the recommendations on personal internet safety made last August by the House of Lords select committee on science and technology and rejected by government.  (Computer Weekly magazine)

Members of the public will have to give the government their explicit permission to access their personal details held on government and private sector databases before they can get a national identity card, ID card minister Meg Hillier told MPs this week. 

Hillier was giving evidence to the House of Commons Home Affairs Select Committee on the proposed security arrangements for the national identity register against birth and death records, the passport database, the Department of Work and Pensions database, and Immigration Agency records when people apply for ID cards. 

The government plans to create two ID card databases, one for biometric data, such as fingerprints and facial images, and another for biographical data, such as names, address histories and national insurance numbers, Hillier said. 

Fewer than 100 people will have access to the entire dataset of a national identity register record, Hillier told the committee.  Each access and access to some data fields in the record would require two simultaneous authenticated users.  (Computer Weekly magazine)

The ContactPoint database designed to list the name, address and date of birth of every child in England and contact details for their parents, doctors and schools, has been criticised in a government commissioned report by Deloitte and Touche. 

 Serious security risks were identified by the practices of local authorities and other organisations accessing the database, suggesting that the database could never be secure.  It should be noted that risk can only be managed not eliminated, and therefore there will always be a risk of data security incidents occurring; stated the report. 

What is important is that all practical steps to reduce the risk of incidents occurring are taken and, when an incident occurs, that it is hardest and managed effectively.  The report also recommended that further controls are introduced over the access to data by central system users such as database administrators and report programmers.  (Town Hall magazine)
