Are local councils developing smart cards for using leisure centres and
libraries unwittingly helping Gordon Brown introduce compulsory ID cards? That
was the claim of likely next Liberal Democrat leader, as he called on town halls
controlled by his party to lead a boycott of the ‘expensive’ unnecessary and
intrusive scheme. According to Nick Clegg, smart cards or ‘entitlement’ cards
are stalking horse for the ID card scheme he condemns as dangerously illiberal.
The idea is that if residents come to see the cards as helpful in their daily
lives, they will not mind if they are linked to the planned ID card database.
Mr Clegg, who vowed to go to court rather than register for an ID card, is the
odd-on favourite to succeed Sir Menzies Campbell to a ballot of the part’s
